NFSHP2: new utils and cheats

I've added 4 new NFSHP2 utils and 2 new NFSHP2 cheats:

- The utils are: NFS HP 2 Texter Beta 2 (for changing the texts in the game), NFSHP2 Music Converter (converts mp3 to wma), NoCD crack and Speed Camera (a great inrace camera).

- The cheats: All cars & track sav and Cost Reduce Hack (sets the price for all cars and tracks to 0)

Get them now in our utils and cheats sections.
